'Deadly Carnival' by Larry Alexander

When a government agent working undercover at an ocean-side carnival is found dead, Mark is sent to investigate. Following the trail, Mark soon uncovers a plot to break into a nearby museum and steal a priceless Egyptian antique. The scheme relies on negotiating an underwater tunnel, so the villains approach Mark to carry out their plan; Mark promptly refuses, so the crooks kidnap the carnival’s owner and threaten to kill him unless Mark carries out the robbery…
